| Creating A State Defense Force
1. Remember that only a government can organize and create a State Defense Force. A State Defense Force is a government agency and only the government can create a new military organization. 2. Start a civilian association. It is to be a lobby group, not a military group. This lobby group can be used to speak with government officials about creating a new State Defense Force. 3. Name the association something such as "The Association to Petition for a State Defense Force". Do not call it by a name implies you are in some way a military organization in the state. 4. Do not a name the association something such as the "Colorado State Defense Force", "Florida Guard", or "North Carolina State Guard Association", which implies official status that you do not possess. 5. Since you are not a State Defense Force, do not use a title implying you are military, a state agency, state employees or about to become one of these. There is no such thing as a "Provisional State Defense Force", a "Provisonal Military Reserve" or "Provisonal State Guard". 6. Arrange meetings to talk with members of the legislature and politicians. Do research and have material to give them on other State Defense Forces. Wear a suit and tie to the meeting. 7. Do not wear military uniforms as that would be illegal. 8. Do not assign members military rank. 9. Do not undertake missions acting as if you are a military unit. 10. When they legislature says "no", respect their authority. This is where many proceed to start operating illegally and conducting missions in uniform outside the law. 11. Be patient. 12. Petitions can be signed and sent to the legislature. 13. Remember that when you start wearing uniforms, assigning rank, or implying that you are official, you may be breaking various laws and can be charged by law enforcement. 14. Do not create military regulations. It will be up to the state to decide who will write regulations for the new State Defense Force. 15. Pretending to be a State Defense Force member is pretending to be a state employee and is subject to criminal charges. 16. Go out of your way to make it clear that you are civilians, seeking the creation of a new State Defense Force, but are not a military unit. 17. Do not imply that the lobby group will become the basis of a new State Defense Force. If the government is successfully lobbied and they will create a new military organization from scratch and it may not include any members of the lobby group. 18. If you begin acting as a State Defense Force or State Defense Force member, when you are not, you can expect to have real State Defense Force members oppose and expose you. There are probably a few more step that can be written, but the main thing is to stay within the law. |
